Clock Bug

The clock for São Paulo - Brazil is aways in 12h format, even if I change to 24h format. For exemple: midnight should appear like 00:00:00, but it appears like 12:00:00. But when I change to New York time zone the clock is in 24h format, correctly. Can you fix it? Thanks. :)
